This contract was to provide Project Management services for the residential sound insulation program and residential noise and aviation easement purchase program. The program had a target number of 3,000 homes to complete in an initial five (5) year period. The project included; 1) the replacement of windows and doors, where necessary, and the possible use of acoustical storm windows and doors over existing windows and doors; 2) provision of insulation treatments in attics; and 3) provision for central air conditioning for residences without a central air system.
